These are teachers, healthcare workers, retail employees, service industry workers, and others whose incomes fall in the "gap" between low-income housing eligibility and market-rate affordability.
Dakota County CDA develops and manages workforce housing properties that offer below-market rents without requiring income-based rent calculations.
