Who We Are
The Dakota County Community Development Agency (CDA) is a public agency dedicated to creating vibrant, inclusive communities where all residents have access to quality affordable housing and opportunities for economic advancement.
Established in 1971, the CDA has grown from a small housing authority into a comprehensive community development organization serving Dakota County, Minnesota. We work closely with local governments, community partners, and residents to address housing needs and strengthen neighborhoods throughout the county.
What We Do
Affordable Housing
We own and manage over 2,500 affordable housing units across Dakota County, including public housing, senior housing, and workforce housing communities.
Rental Assistance
Through the Housing Choice Voucher (Section 8) program, we help over 2,800 families afford quality housing in the private rental market.
Homeownership Programs
We help families achieve the dream of homeownership through down payment assistance, first-time homebuyer loans, and education programs.
Community Development
We partner with cities and organizations to revitalize neighborhoods, develop new affordable housing, and create economic opportunities.
Our History
1971 - Founded
Dakota County Housing and Redevelopment Authority established to address growing housing needs.
1980s - Expansion
Expanded programs to include Housing Choice Vouchers and began developing senior housing communities.
1990s - Reorganization
Reorganized as the Dakota County Community Development Agency with expanded mission.
2000s - Growth
Launched homeownership programs and Family Self-Sufficiency initiative.
Today
Serving over 10,000 people daily through 30+ programs and partnerships.
